  1. Social Security Number (or SSA Letter) Is Required to Obtain a D.C. Identification Card or Driver’s License.  Non-US Citizens are required to have a Social Security Number. If you are not eligible to obtain a social security number, you must provide a letter from the Social Security Administration indicating they are not allowed or eligible to obtain a SSN.  Further information can be found at: http://dmv.dc.gov/info/non_us_citizen_proofofSSN.shtm .
  2. Legal Presence/Status is Not Required to Apply for a D.C. Identification or Driver’s License.
